Kagura is simply a detachment from Naraku. No matter how evil Naraku is, no matter how cruel his intentions, he cannot control his offspring's personality. Kagura is one-of-a-kind. She can be rash and selfish, but her ultimate goal is to be free, free of being a puppet in Naraku's plans, free to be with the wind she controls.
She's rebelled more than enough times; every time, Naraku squeezes her heart and she chokes back in pain, reminding her of the power he has over her. She later realizes that she cannot possibly beat Naraku by herself and secretly hopes that either Inuyasha or Sesshomaru can free her from his grasp.
Kagura may be cold-hearted, (she killed most of Kouga's tribe without a second thought) but then again, she's a youkai, and a very powerful one at that. She nearly defeated Kouga with the Ryuuja no Mai, a whirlwind type of attack which traps and slices her opponent. Fuujin no Mai, however, is her signature attack in which she uses her fans to create blades of wind.
Kagura has kept one major secret from Naraku: The fact that Inuyasha turns human each month on the day of the full moon. Why? Maybe because she knows how much Naraku wants Inuyasha killed and that she doesn't want Naraku's wish to become true. In any case, she's been known to let Inuyasha go without a fight since she doesn't seem too trusting of his power. (She usually runs to Sesshomaru for help.)
What happens to Kagura, no one knows. Whether she escapes, whether she dies... In the most recent episodes, Kagura is put in charge of one of Naraku's most powerful detachments yet, still debating how to accomplish her escape.
