Basic Summary: Kagura was one of the first of Naraku's offspring to be shown, although there were others before her. (However, she is NOT the oldest, Kanna is.) Besides her wind mastery, she has the ability to manipulate the dead and take them under her control as well as escape danger by pulling out one of the feathers holding her hair, which enlarges and allows her to fly to safety. Kagura is very selfish, independent and would do anything to be free of Naraku. However, Naraku holds Kagura's heart (literally) and therefore cannot escape.
